其三，選舉是鞭策特區政府和立法會工作的機會。我們的立法會在職能上是弱勢議會，最重要的功能還是監察政府。現在民望下降的不只是政府，還有結構上向政府偏側的立法會。選民可運用選票鞭策議員做好立法會的工作。

縱使我們還沒有權選出特區政府，投立法會的一票，是希望令政府的管治更清醒。

在專權色彩濃厚的政治制度下，管一個多元開放的社會，香港特首這份工，實不易為。曾蔭權先生領導的特區政府的基本管治理念是：靠民望，不靠選票。也許是沒辦法中的辦法，但是達致高民望應用上：正派開明、公開公平、廣開言路的手段。可惜，特區的管治予人觀感卻是：親疏有別，政治權宜高於政策，政治化裝高於聆聽民意，偏聽多於接納批評。結果是民望下滑。

縱使沒有普選的認受性，我們特區政府的管治方式也應變得文明進步。

環視全球，2008年也是多個民主國家人民求變的選舉年。

臺灣政治的天空由綠色變回藍色，為兩岸的和平與務實合作，締造了契機。

韓國人右轉，選擇了親美的CEO當總統。

美國的總統大選是全球焦點，戰果對美國人民和國際社會局勢都有重大影響。兩位總統候選人南轅北轍，屬於民主黨的首位黑人候選人奧巴馬，對來自共和黨內溫和路線的麥凱恩。一位年輕有為，另一位經驗老道；一位是百年難得的演說天才，另一位是在政壇德高望重的越戰英雄。無論誰勝誰負，主調都是求變。改變布殊的極右政策，不斷分化國民，實行親疏有別，以達致維持共和黨的政治優勢，（這是布殊主要策略師羅夫的主張），每天都以政治化裝操控民意，（這是布殊的前新聞秘書的說法）。美國人要求改變政治。

九月七日的立法會選舉不可能令特區變天，但選民仍可帶出求變進步的聲音，體現選民的集體智慧。

這次立法會選舉可以是求變的選舉，培育新一代政治人的契機。

首先，與過往選舉比較，2008立法會選舉將有更多新舊交替。在地方直選和功能組別，好幾位資深的議員（如：李柱銘、范徐麗泰、單仲楷）決定不尋求連任。部分地區直選席位分布有所改變，九龍西的議席數目增加，九龍東則減少，將造就新人入局，舊人離場。一些長期缺乏競爭的功能組別，也有新人有意挑戰。在已公布的選舉名單中有不少新人，還有其他明顯地已經準備參選的人士，當中有知名度較高的，也有年輕的臉孔。

以上情況，意味著選舉競爭加劇，每一位選民的票對選舉結果也更為重要。真正能為香港民主發展培育政治人才的，唯有選民的選票、市民的監察，而不是所謂『進一步』的政治委任。

其次，新一屆立法會的組合對未來政制發展的步伐和內容，至為關鍵。香港能否取得在2017年實行普選的共識呢？政制改革的安排會否為市民接受的真正公平普選呢？ 選民在九月七日的投票可以是策略性的，決定那個政治派別取得席位，及選出願意跟各方談判為普選安排達成共識的議員。假若九月七日的投票率高，更可以向政府和各政黨帶出一個重要的訊息：香港人追求一個更合理公平的真正普選制度的決心，是不會變的。

A few weeks ago, I had a lunch with an American friend, a former diplomat and a scholar in East Asian politics who spent part of his childhood in Hong Kong.   Our table, joined by local academics in politics and famous journalists, were all excited about the US Presidential elections — the rise of Obama, Hillary Clinton’s future after the Democratic Party primaries, and the miraculous rebirth of McCain in the Republican primaries.  We also talked about what the victory of Ma in Taiwan would mean for the Cross-Straits relations.

“What about Hong Kong politics?  Your democractic development, my friends?” our American friend asked.

The whole table muted for a few seconds. 

“Boring,” I said, trying to break the ice. 

What can we say?  

When Americans are choosing between a first African-American and a first lady Presidential nominee, Hong Kong people are asking humbly for a basic political right — a man, a vote to elect the whole legislature and the chief executive.

Our road to democracy — one step forward, three steps backward — is like Sysiphean struggle.  By standards of modern societies, it is almost like a joke.

But I am hopeful, and we should all be hopeful. 

Our struggle for a more democratic and reasonable political system has never been under strong leadership. 

Our hope lies in the common sense of common people who have persistently asked more democracy for  decades.

We should vote on 7th September.  Because we don’t give up asking for a more democratic Hong Kong.

We should vote because we deserve better.
